IA’s proposals for improving parliamentary oversight, including the Security Committee
Bearing in mind that the exceeding of police powers marked numerous events in the previous period, a control hearing should be organized in connection with the application of police powers. This is one of the proposals of the Institute of Alternatives, which was sent to the parliament earlier, and whose goal is to strengthen its supervision.
This recommendation concerns the Security Committee, which, according to the IA, should also deal with the issue of procurement in the security sector, which are in a legal vacuum.
The Institute of Alternatives (IA) submitted 22 proposals for the work of the committee, including a suggestion for a debate on budget execution during the year, greater involvement of the Assembly in monitoring and defining reforms, and better communication with parliamentary oversight institutions.
The IA made suggestions to the committees for economy, finance and budget, for security and defense, for anti-corruption, for human rights and freedoms, and for the political system, judiciary and administration.
From this non-governmental organization, they proposed to the Committee on Economy, Finance and Budget to request and consider the report on the execution of the budget in the first six months of 2021.
“In this way, the Board would prevent the budget execution from being discussed too late and insufficiently. We also called on this Committee to address in more detail the delays in establishing a functional register of state property and budget inspection, as well as internal financial controls in the public sector. It is necessary to organize an expert discussion with decision-makers and experts in the field of management of majority state-owned companies, which spend almost a billion euros a year, employ about 12 thousand people and over 300 public officials, “the proposal reads.
They added that as the implementation of the Public Financial Management Reform Program was largely conditioned by projects funded by the Instrument for Pre-Accession Assistance (IPA), they called on the Committee on Economy, Finance and Budget to organize a hearing on their implementation.
The IA added that the Anti-Corruption Committee, as the parent committee for the work of the Agency for the Prevention of Corruption, contrary to the previous practice of considering only the annual report on the work of KAS, should consider all its quarterly reports.
“We believe that he should pay attention to the reports of the European Commission and the so-called working papers (non papers) on Chapters 23 and 24. It is necessary to organize a series of consultative hearings on further activities and plans in the fight against corruption in high-risk areas (public procurement, privatization, urbanism, education, health, local government and police) “, they state from IA.
They suggested that the Committee on Political System, Judiciary and Administration should not stand aside in further reform of public administration and that the so-called prosecutorial laws should be amended.
“Among other things, through the organization of a consultative hearing before the parent board. On the other hand, we believe that an evidence-based discussion in the parent committee would contribute to the reform of the civil service system, especially in light of the fact that such a discussion was absent when determining the latest amendments to the Law on Civil Servants and Employees in December 2020.
The IA said earlier that the Committee on Human Rights and Freedoms should consider the report of the Ministry of the Interior on public gatherings and events at a special session and adopt conclusions and recommendations regarding the application of standards in this area.
